Abstract

In modern conditions, most police officers find themselves in situations where there is a need to apply police coercive measures. Most of them are psychologically, theoretically and practically not ready to apply weapons for destruction, because this is their first time or they are not convinced of the legitimacy of such applying or do not know how to quickly navigate in extreme conditions or insufficient oriented in normative and legal acts. The statistics is continually updated with the sad accidents of deaths or injuries of police officers who acted unprofessionally in a given situation, especially in the first periods of their careers as well as the actions of police officers, which caused laughter and surprise of citizens from actions that did not really correspond to the situation, illegal actions of preventive police measures and coercive measures. Such activities significantly undermine the authority of the National Police of Ukraine and public confidence towards it. The article considers the problematic issues of training applicants of higher education in the process of applying police coercive measures in the system of discipline study "Tactical special training" in the modern reality of the reforming the system of the Ministry of Internal Affairs of Ukraine. Part 1 of Art. 43 of the Law of Ukraine "On the National Police" the procedure for applying police coercive measures was analyzed as well as the relevant literature has been developed. The given study reveals ways to develop and improve the training of the discipline "Tactical Special Training" to ensure efficiency in the activities of units of the National Police of Ukraine. The conclusion is made that only in the process of combining theory and practice, taking into consideration physical activity and practice of self-defense techniques, practice of resistance levels according to the model of using force without leaving encountered errors in the actions of learners, on the process of studying. Consequently, applicants for higher education will be able to apply the acquired theoretical knowledge in various disciplines comprehensively, practically fulfill the situational tasks assigned to them using tactical training grounds or specialized audiences as well as analyze why they acted in this way and why they relied on this normative document or the relevant article
