Directions of Improving the Legal Support of Greening as a Security Activity


Abstract

Nowadays, ensuring the economic security of the state seems impossible without taking into account the requirements of the environment and counteracting environmental threats. The formation of several environmental threats requires appropriate activities to prevent, identify, eliminate and restore losses, which outlines the safe nature of greening as an activity. Accordingly, the analysis of the legal support of greening as a safety activity and ways to improve it is a relevant area of modern research. The purpose of this research is to carry out the theoretical analysis of the legal support of greening as a security activity and to develop basic ways to improve it. To implement the research methods of theoretical analysis and generalization, induction, and deduction were used. The essence of greening as a safety activity is revealed. The definition of greening as an activity is given and the essence of the process of legal support of greening is revealed. The spheres of application of ecological law and components of ecological legal relations are established. Peculiarities of domestic legal support of greening are analysed. The positive trends regarding the codification of norms and harmonization of national legislation with international law and EU environmental law are emphasized. Several problematic provisions of the legal provision of greening have also been singled out. It has been established that greening is a security activity aimed at counteracting environmental threats to the economic security of the state by preventing, identifying, eliminating threats and restoring the environment. An important direction of regulation of ecological relations has been formed by public control over the state of the ecological system and stimulation to the implementation of greening processes by paying in favour of citizens penalties for violating their right to a safe environment. As a result of theoretical analysis, ways to improve the legal support of greening are proposed, which will contribute to the intensification of greening as a security activity and ensuring the economic security of the state
