Abstract

The results of the analysis of normative legal support of activity of units of the National police of Ukraine in the sphere of combating trafficking in human beings are covered in the work. It is stated that this problem is extremely urgent for Ukraine as a state, since quite often Ukraine is the country of origin, transit and the final destination of this illegal activity. This is confirmed by both Ukrainian sources and international organizations. On this basis, the authors argue that the effectiveness of law enforcement at the current level of development of informatization of public activity largely depends on the state of information support, availability of appropriate information systems, databases, information and communication technologies, development and implementation of new approaches to investigate such crimes using modern advances in information technology. Given the international experience, regulatory and legal frameworks, it is proposed to more actively improve and use information systems for registering biometric data of individuals. One of the ways of such improvement is creation of the Integrated system of biometric information about the person, its identification and verification, which will ensure the use of the integrated software products and on the basis of information interaction with the national system of biometric verification and identification, the Unified information system of management of migration migration, dactyloscopic accounting systems and other information, telecommunication systems order to improve the processes of identification and verification of individuals. The paper also identifies the main tasks that need to be addressed. These are, in particular, the issues of organizational and technical interagency cooperation in combating trafficking in human beings (both at the level of the Ministry of Internal Affairs of Ukraine and at the level of a number of central executive authorities); technical improvement of the existing biometric information retrieval systems (in accordance with the state of development of modern information technologies) and their integration; ensuring the observance of the lawfulness (observance of human rights) of receiving biometric data from persons and entering them into databases, etc.
