The article deals with the study of the legal basis of educational activities in the institutions with specific conditions of study under the Ministry of Internal Affairs of Ukraine, as well as the peculiarities of police training in these institutions. The normative and legal base of staffing the police corps and training of highly qualified specialists is considered. It was emphasized that today the specifics of police training in departmental universities are not clearly defined. The procedure for planning police training is analyzed. Police authorities should have a long-term concept of personnel and education policy and specific measures for its implementation, which would contribute to improving the work with staff, increasing the level of professionalism, executive discipline and scientific organization of work. This should be reflected in the Concept for the Development of Legal Education, as educational institutions with specific training conditions are the basis for staffing the National Police of Ukraine. Implementation of a set of candidates for training in educational institutions with specific training conditions under the Ministry of Internal Affairs of Ukraine should include the mechanism of distribution of specialists who graduated from educational institutions of the Ministry of Internal Affairs of Ukraine, providing graduates with further police service and other norms that stimulate educational and service activities. Measures aimed at increasing the prestige of working in the police, training of police officers, including in higher education institutions with specific conditions of study are considered in the article. Emphasis is placed on the existence of different approaches to the organization of recruitment of candidates for higher education with specific training conditions, the introduction of a dual form of education, the distribution of graduates to the territorial police. Measures to improve the legal regulation of staffing higher education institutions for police training are suggested. Successful police reform depends largely on the motivation of the National Police to enter and serve in educational institutions and on the quality of police training
