Educational Services Market in Ukraine: Realities and Prospects


Abstract

The education of the population has always played an important role for the formation of the individual’s own intellectual potential, his or her competitiveness in the labor market, and was a guarantee of education, spirituality, patriotism, national identity, conscious behavior in a world where there are information and hybrid wars. Therefore, education, the quality of educational services provided and the functioning of the educational services market are the determining factors in government policy to increase the intellectual, economic and spiritual potential of society, improve the welfare of the population, increase of the country’s prestige at the international level, its competitiveness, and in general national security in all its manifestations. The aim of the article is to analyze the market of educational services in Ukraine, identifying threats and develop proposals to overcome them. In the course of the research the following methods of research were used: dynamic series analysis to study changes in the rating positions of Ukraine in the educational sphere according to the index of global competitiveness and number of students in the national higher education institutions; absolute, relative and average indicators to determine a number of indicators on the educational services market, the structure of higher education institutions by form of ownership, the distribution of students by form of education and applicants by source; tabular and graphical methods to visualize the results of the analysis. According to the World Economic Forum's Global Competitiveness Index estimates, Ukraine is ahead of a number of countries in terms of tertiary education enrolment, but the quality of this education leaves ought to be better. Ukraine is reducing the number of institutions of higher education and the number of students in them; the share of institutions with private ownership is also decreasing; public funding for education is decreasing; and postgraduate and doctoral training is decreasing. The study identified the main threats to the effective functioning of the educational services market in Ukraine and to the strengthening of educational and national security. Ways of overcoming them have been proposed
