Abstract

The issue of ensuring the rights and freedoms of the individual and the citizen in the field of road safety in the context of the competence of the Ministry of Internal Affairs of Ukraine is considered on the basis of the analysis of scientific views and norms of the current legislation of Ukraine. It has been established that road safety has a direct impact on all road users. It has been found out that the subjects of road safety include state and executive authorities, local self-government bodies, and some non-governmental organizations. The subjects of road safety use management methods, forms and means when exercising competence. It is proved that the units of the Ministry of Internal Affairs of Ukraine (subjects of public authority in the field of road safety as official institutions of power) are the main bodies ensuring road safety directly responsible for this scope of activity develop and implement mechanisms for its implementation. The peculiarities of legal regulation of relations arising from the simplified procedure of registration of road accidents with the consent of the drivers of vehicles are considered. It is emphasized that the effectiveness of road safety cannot be mentioned outside the registration of vehicles, issuing a driver’s license, accounting for road accidents. The improving the technical equipment of the Territorial Administrative Service Centers, the National Police, Police Patrol Units, increasing the police’s financial support, all those taken together will guarantee the rights and freedoms of citizens in the field of road safety more effectively and will solve the main problem – reduce the number of road accidents casualties
