Abstract
The history of militia of Ukraine is difficult, multidimensional and contradictory. Without regard to socio-economic difficulties and negative influence of the soviet totalitarian regime, the organs of internal affairs throughout the years continued to execute the basic function, which is crime counteraction. This activity was purposeful enough and small on the whole positive value, although there were substantial defects and errors. This experience was taken into account during the next periods, it still has some value today, such as, scientific and practical. Based on what has been said, the authors analyse basic aspects of organization of militia and its activity in relation to crime counteraction during indicated period. This theme has not been sufficiently explored in historical and legal literature. During 1932 certain changes took place in organization of activity of militia. Council of People’s Commissars of USRR confirmed Charter on Main management of working-peasant militia, concretizing and clarifying the functions of its leading organs, including the level of areas, the process of management centralization. The change of head of militia of republic took place. The new forms of organization of militia in the field of crime counteraction were operative sectors that functioned on the territory of several areas and demonstrated considerable efficiency. The sphere of administrative activity of militia broadened – it spread to the guard of sights of culture. Registration of road accidents has also become the function of the militia. The organs of internal affairs forced to activate the work in the field of fight against begging that was considered as the uninherent to socialism phenomenon, but its increase and corresponding problems were closely constrained with the consequences of “all-embracing collectivization” and famine.
