Abstract

The necessity of human capital investment is caused by change of public formations and regularities of social development which are caused by the growing role of the person and his capabilities in the course of creation of additional value under the conditions of information society development. As a result, there is a need of development of the human capital investment mechanism which is capable to provide the highly developed human capital formation according to requirements of information society. The relevance of a human capital investment mechanism creation is confirmed by conclusions which demonstrate gradual transition from industrial society to information society according to which expenses on human development from different sources are offered to be considered as investment. At the same time, a human capital investment approach development remains relevant because of the dynamic economic changes, structural adjustment of economy, as a result of strengthening of factors of formation and development of information society, work market changes, emergence of new work arrangements which provide implementation of a human capital and payback of invested funds. Therefore there is a need of funds assessment and efficiency determination, expansion of investment instruments, on the basis of market infrastructure subjects development, for the purpose of a accumulation of quality characteristics which will provide the reception of material or status effects as a result of capitalization in the labor market. The human capital investment mechanism shall consist of step-by-step subsystems: the monitoring of the system of human development and human capital formation; transformations of institution system; reorganizations of infrastructure of investment reconstruction of a human capital; regulatory and managerial actions and instruments of a human capital investment. As a result of effective implementation of subsystems elements of the mechanism there is an achievement of result – creation of an highly developed human capital of information society
