Abstract

The issue of combating crime never loses its relevance. In conditions of economic decline and increasing social tension in society, the number of crimes against property that have a mercenary motive increases. The need for the analysis of the statistical indicators of the Ministry of Internal Affairs of Ukraine, which reflects the results of the law enforcement agencies' activities to detect and uncover thefts of personal property of citizens in the period 1960-2018, is due to the need to cover and evaluate the results of law enforcement work during this period for further development of theoretical provisions. The work is based on official statistics of the Internal Affairs bodies of Ukraine. In the materials, the statistics of the Ministry of Internal Affairs of Ukraine on the detection and disclosure of thefts of personal property of citizens that were committed in Ukraine in 1960-2018 is researched. A special attention is paid to the structure of crime due to a region, including the specificity of differences in its level and structure between different historical regions. The analysis is based on official statistics of the bodies of Internal Affairs of Ukraine concerning the thefts of personal property of citizens that were committed in Ukraine during this period. The statistics of criminological thefts of personal property of citizens testify to qualitative changes in the criminal environment. There is a significant rejuvenation of thieves, whose average age is 18-24. Underestimation of the possibilities of thieves leads to defeat. It is necessary to proceed from the fact that they are smart and tricky, and when committing crimes, they use all the available arsenal they have acquired for committing crimes. It can be argued that the number of thefts of personal property of citizens during the independence period of Ukraine in comparison with the Soviet period has increased almost five times. This was influenced by both political and economic transformations in the country
