France Experience in Programming of Counteraction Crime in Modern Conditions: Approaches, Levels, Funding


Abstract

The purpose of the article is to study the experience of France in the programming of countering crime in modern conditions to determine the best practices for Ukraine. For the study of foreign experience in anti-crime programming, appropriate methodological tools were used, which include: dialectical and general scientific methods of cognition (analysis, synthesis), as well as a comparative method. It has been established that today France still remains among the EU leaders in terms of violent crimes, thefts and robberies, which influences the formation of state policy in the area of counteraction crime. In this country, as in most EU countries, along with the implementation of state policies to prevent common crime, a government strategy is being implemented in the sphere of countering illegal migration, human trafficking, organized crime, drug trafficking, terrorism, extremism and radicalism. The strategy includes the implementation of three national programs, 12 Action Plans for program implementation and national projects. In fact, by its structure, the National Strategy is a universal strategic document that can be defined as “Strategy-programs and activities”. It has been established that in France, as in other EU countries, in formulating crime prevention programs, emphasis is placed on influencing common crime (youth crime, violent crime against women), as well as providing public safety at the local level with public involvement. The implementation of the Strategy and government programs is carried out at the departmental and municipal levels. The Interdepartmental Committee on Countering Offenses and Radicalization under the French Ministry of the Interior (CIPDR), the Interdepartmental Crime Prevention Foundation (FIPD) and local (or inter-municipal) security councils (CLSPD/CISPD) have been found to play a significant role in the formation of both the National Strategy and state prevention programs. The possibility of borrowing the French experience for Ukraine in programming such activities is substantiated
