Abstract

The stages of such kind of crimes as intentional homicides are mostly characterized with organized secretive nature that determines the significance of primary use of efforts, instruments, means, and methods of law enforcement intelligence operations in prevention of the kind of tendencies of organized criminal activity that has been under consideration. The aim of the research is necessity of updating and addition of certain aspects of operational-investigative characteristic of intentional homicides reasoned due to the criminal situation in Ukraine and reflection of its influence on selection of forms of covert counteraction against crime. Besides, the information concerning dynamics and structure of intentional homicides has been presented. The additions to elements of operational-investigative characteristic of intentional homicides have been suggested. Problems of efficiency of intentional homicides prevention through availability in certain cases of unlimited resources and wide range of efforts and means of planning and realization of a crime by its participants have been identified. The general content of covert activities of criminal police subdivisions and criminal intelligence analysis in operational search activity concerning intentional homicides prevention has been defined. The conclusions have been made that the search for initial information concerning facts of the intentional homicide planning according to the results of investigative (initiative) activity is not very effective. In this direction the work that has been defined as making sense is the work of special subjects infiltrated into organized crime group or criminal organization in order to perform a secret mission aimed at revealing of criminal activity. As a result it has been stated that any actual data concerning intentional homicide planning should be a subject to inspection within the frame of criminal intelligence analysis in course of law enforcement intelligence operations. Protection of individuals influencing power balance on society is a foundation of national safety that in exchange defines them as one of the preferred directions of the work of subjects of enforcement intelligence operations. For that purpose, it is important to develop and expand the boundaries of analytical and prognostic activities of law enforcement agencies that will facilitate timely detection of potential threats and possibility of their neutralization before socially dangerous consequences appear
