Abstract
The aggressive policy of Russian state leadership against our country, the essence of which is the total destruction of the economic, social structure of the society, logistical and civil infrastructure of Ukraine, the damage of its military-economic potential, and in the long run annexation of its territory and elimination of it as a sovereign independent state is among problems that are now extremely relevant for Ukraine. By winning the independence in complicated political, economic, social conditions, Ukraine is building a democratic, independent social state. The implementation of this important mission is particularly urgent since Ukraine pursues a peaceful, purposeful policy for joining a single legal framework of the developed countries of the world. After the proclamation of Ukraine’s independence and its orientation towards European democratic, political, legal, economic and social values, aspirations for joining the EU and NATO, Russian policymakers perceived this as a factor that could negatively affect the Kremlin’s great-power strategic policy, in which the messianic role of salvation of civilization under the auspices of great and indivisible Russia occupies an important place. The countries that do not support these ideas or openly reject them are considered by the Kremlin leadership as hostile ones, which should be fought against in all directions. The aggressive invasion of Russia into the legal territory of Ukraine has led in practice to infringement of its territorial integrity and sovereignty. Having seized Crimea, Russia started active actions, especially in Donetsk and Luhansk regions, in order to separate these legal territories from Ukraine. All these anti-Ukrainian actions of the aggressor are aimed at the creation and functioning of illegitimate paramilitary armed groups on the territory of Ukraine and attempts to use them in the interests of Russia’s geopolitical strategy. The so-called “hybrid war” was triggered off with this purpose. In the conditions of infringement of territorial integrity and state sovereignty, the rights and security of tens of hundreds and thousands of people have been violated. It should be noted that the majority of the population of eastern Ukraine, staying in the territory of hostilities, is deprived of all human rights, first of all, the right to life. Fearing for their lives, people are forced to leave their homes, their households, and run away to other regions of Ukraine. The flow of refugees is steadily increasing, and, unfortunately, the number of deaths of both ATO soldiers protecting the Motherland, and the civilian population in the ATO area is also constantly growing. In the context of the military actions due to Russia’s aggressive invasion and the start of the “hybrid war”, an important problem for Ukraine is the protection of its independence, sovereignty, democratic and national values, and, above all, the protection of human and citizen safety. In this aspect, the state has a great responsibility to protect the rights and security of every individual and citizen
