Transparency as a Principle of Public Government under the Conditions of Applying Information Technology


Abstract

Information and communication technologies include unlimited administrative resource, act as a method in the optimization of the system of public governance, and change traditional institutions and mechanisms to new improved and effective technologies. Ukraine implements a large-scale programme of decentralization and reforming of the multilevel system of public government, including the public service, as one of the most important components of modern administration. This process is a component of a complex of measures aimed at ensuring the territorial integrity and sovereignty, the accession to the European Union, the development of civil society, in which the implementation of the principle of transparency is one of the most effective means of resolving these tasks. This requires establishing a system of normative and legal regulation of transparency in public government, which meets the European standards and aimed at improving the efficiency of the bodies of public government, improving relations between the center and local communities, improving the socio-economic efficiency of subject structure of local government, the growth of the quality of life of the population, the fight against corruption. In this aspect, the implementation of the principle of transparency of the bodies of public government, not depending on the level, should be reflected in the normative and legal regulation and include: ensuring the transparency and accountability of government; creation of a legitimate and effective legal system, which reflects the real needs of economic subjects and allows solving possible conflicts of interests; creation and use of an effective mechanism for enforcement, which will serve the open access to information; transfer to the depersonified system of government, not connected with a particular individual that performs public functions
