Abstract
On the basis of population dynamics, the study of the level of economically active, economically inactive, unemployed population in Ukraine for the period of 2010-2018 has identified the problem of reducing the number of labor resources, including highly skilled. The main factors that caused a problem with staffing of Ukrainian enterprises were determined, in particular: the decrease of the population, cancellation of visa regime with European countries since 2017, the decline in the living standards of the population, which led to mass labor migration, the war in the east of Ukraine, which caused the outflow of foreign investment and further reduction of domestic enterprises, departure to study with the further employment of Ukrainian youth. After analyzing the level of staff, the size of the minimum and average salary, the level of subsistence level, the threat of losing the labor potential of domestic enterprises due to the annual deterioration of the level of development of the national economy, which leads to a deterioration of living standards of the population. In connection with this, enterprises have faced a massive outflow of personnel who move to work abroad. Based on the results of the analysis, Ukrainian companies can be offered to implement a personnel management policy to ensure a stable level of human resources security based on the use of non-material incentives. The most effective methods of non-material stimulation of labor consider expedient use of programs of humanization of labor; programs of professional qualification development of labor force; non-traditional methods of material incentives: individualization of wages, employee participation in profits, plans for group stimulation, employees’ right to purchase shares on preferential conditions; programs of broad engagement of workers to production management. We consider the provision of additional free time as an effective method of non-material incentives. This means of external motivation is realized by differentiating (changing) the duration of the basic and additional leave, dividing them into parts, giving the opportunity to work part-time or full-time, shortening the work hours
