Abstract
There is a new aspect of research of higher education system in Ukraine. It is security of such system. Higher education system in Ukraine (as every social-economical system) can function effectively and fulfill its mission only in the fulfillment of some conditions. One of such conditions is staying in security. From positions of protective approach and consideration of security as condition of effective functioning of higher education system security of higher education system is an aggregate of organizational relations of elements of such system that reflects logic of their behavior while making interrelated target actions of organizational-legal and economical character for protection of elements of system according to considered concept of its development and policy that implements such concepts. There are two positions about higher education system in Ukraine: traditional perception of such system or perception in borders of public approach (state-hold tradition) and perception of higher education system from economical positions (private-hold tradition). Purpose of higher education system in public approach is training well-qualified specialists with not only some volume of base knowledge and skills, but also with active social position. State is the subject of providing economical security of institution in higher education system according to state-hold tradition. Purpose of higher education system in economical approach is obtaining financial result of intellectual product. And educational services are considered as kind of such intellectual product for future financial result. Participation of state concerning providing economical security for higher education system in economical approach is in making rules for institutions of higher education system while they are making and commercialize new knowledge. There are typical threats for higher education institutions as the main element of higher education system in Ukraine and for the whole system considered in the article. Presented ideas and concepts in the article are the basis for conclusion that higher education system in Ukraine is in insecure state because of ambiguity of status of institutions of higher education system (social-oriented institutions or economical entities), absence of legitimized by state reference points and vectors of development for higher education system, some suspension of state of threats for higher education system, wait-and-see position of state concerning higher education system. Ukrainian institutions of higher education system are forced to admit threats because of reactive policy in security-providing activity. There are no irreparable consequences for such system now, but one can consider serious losses in higher education system in Ukraine
